BHCT is proposed to connect contribution rewards and service use in one token. Verified work earns an additional reward. If a creator chooses an actual service, receipts may fund later rewards after delivery, refunds and disputes are settled. Cash to pay service providers must be secured separately.
A creator uses training or campaign rewards to order an agreed partner's Clinic or editing support in the same BHCT unit
Use only within confirmed partnerships, service countries and regional terms
Choice from a personal wallet
A creator holds rewards or selects an available service; the proposed policy assigns no arbitrary expiry merely for leaving tokens unused
Admin freezes, locks, recovery and transfer restrictions are separate. Holdings do not guarantee unrestricted use; bookings and service rights may have validity periods
Fixed supply
NVEX plans training and delivery rewards without additional minting and discloses supply and payouts
Fixed supply does not guarantee value, price or demand
Public payout records
Link the operator's delivery-review record to NVEX's actual reward transfer for both parties to check
A transaction hash proves a transfer, not content quality or performance
Reuse of earned rewards
A creator orders a Clinic with rewards; after delivery, refunds and disputes are checked, receipts connect to later reward budgets
Only for services with booking, capacity, cash funding, partnership and rights conditions in place; supply and launch remain conditional
A policy against arbitrary token expiry is separate from administrator powers. Freezes, locks, recovery and transfer restrictions remain possible, and agreed bookings or memberships can have validity periods. Fixed supply does not guarantee value, and public transfers do not prove content quality.

Web tables show the latest policy revision and reference date; PDFs show the fixed snapshot linked to their document. Check before/after tables and disclosures in Operating-policy history. Headcounts, quantities and amounts are proposed caps, not results or secured contractual supply.
ECO-0002 unit proposal: in the ECO-0002 proposal fixed to this document at publication, training completion and one Clinic session use the same BHCT amount. This need not remain equal in later revisions and does not guarantee a Clinic slot for every training participant.
Limits of totals: similar distribution and catalog totals do not establish coverage by service, region or period. Training recipients and Clinic capacity can differ; spare slots in other services do not automatically cover the gap. Check proposed figures in the tables and their revision record.
Before approval: review preferences and regions, accepted bookings, demand from previous unused rewards and refund reserves. Different service slots are not interchangeable inventory.

BHCT is an operating choice for these objectives, not a technical necessity. Points may suffice for one operator without additional benefits. A transaction hash proves a transfer, not content quality or performance; admin freeze and recovery risks remain. Business revenue growth is not linked automatically to token demand or price.
The following proposed rules guide checks of payouts, service supply, refunds and budgets. Total payouts count each actual reward payment without deducting returns. A payout group collects people rewarded in the same period for observation. Service capacity, group analysis and payout limits are approval policies, not an implemented automated enforcement engine or smart-contract control.
Distribution: only for verified contributions
Registration, wallet linking, holdings and trading volume alone do not earn rewards, and there is no holding interest or staking yield. Payouts link approved budgets to the operator's review records.
No promises of holding interest, dividends, staking yield, cash redemption or price support.
Do not describe transfer hashes as quality proof or these features as impossible with cash, points or stablecoins.
Do not re-spend undelivered, refund or disputed amounts, or count brand quotas as use, recovery or payouts.
Do not subtract returns from annual total reward payouts or route the same rewards through other pool names to bypass the cap.
Holdings and purchases are not conditions of general participation, assessment or selection.

Stage 1 proposes 100% reallocation only after fulfillment and refund and dispute periods, reconciliation and approval. Reserves excluded; no burning.
→ Ecosystem reward pool
3 → Ecosystem reward pool · The proposal reallocates only finalized receipts, excluding refund and dispute reserves, after monthly reconciliation and approval
Cash runs separately · Actual brand receipts → contractual pay, production and operations. Separately secured service cash budgets → partner slots and costs. Under the default proposal, partners receive agreed cash rather than BHCT.
The operator verifies contributions, and NVEX sends additional rewards under the approved budget and payout terms.
Creators hold them in their wallets or choose services whose terms and availability are confirmed.
Under the base model, NVEX receives order payments and providers are paid from pre-secured cash budgets.
Only receipts cleared after delivery, refunds and disputes are reconciled and allocated to later rewards.
Current features are the treasury, payout tools, transfer checks, disclosures and supply API. Services, partnerships, budgets and the figures in this chapter are proposals. Limited operation requires the conditions and approvals below.

The table retains the per-person quarterly cap. Actual transfers count in monthly disclosures and the annual total reward payout cap. Foundation payout gas and the first BNB support require secured cash. A brand quota uses reward budget only when an actual creator payout occurs.
Delivery-bonus counts mean creator-level assignments, not the number of brand campaigns: one creator performing one campaign is one assignment. Delivery, revision and report amounts use this unit. General performance and brand-designated bonuses have separate budgets but cannot pay twice for the same performance basis. Designated bonuses count toward annual total reward payout and personal caps when actually paid.

The distribution subtotal and catalog total are aggregate checks, not delivery guarantees. The reserve in the operating table is not additional ready capacity; using it requires extra verification of the relevant slots, cash, gas and refund obligations.
New approval limit = minimum of remaining total approved budget and remaining annual total reward payout allowance, campaign and personal caps, deliverable capacity for the actual service mix demanded, and the range supported by pre-secured cash
Check regions, accepted bookings, demand from previous unused rewards and refund reserves by service. Protect existing payout and booking commitments; spare capacity in one service does not offset shortages in another.

Quarterly budgets: disclose planned, approved, spent and unused amounts separately. Unused budget is not a new payout result.
Annual total reward payout cap (proposed): 10% of the ecosystem reward pool's start-of-year reference balance. Disclose year, reference time, balance and wallet, and the first-year start and calculation period before spending.
Scope: combine rewards of the same economic nature from the 40% reward pool and services, market expansion, platform or other pools. Pool or program names must not bypass the common cap.
Count every payout: each payout after reallocation counts again. Recoveries, refunds and reallocation do not reduce annual usage or reopen the same year's cap. Returns support available-budget liquidity only.
Personal · campaign caps: account for existing limits and confirmed unpaid commitments; review duplicates and abuse.
Receipts and recycling: base model and exceptions
The base model receives actual service-order payments directly at the NVEX ecosystem receiving wallet published in the catalog. Providers receive agreed cash from budgets secured in advance.
Link the actual order, amount, receiving wallet and receipt.
Confirm delivery and reserve the amount until refund and dispute periods end after delivery.
The Stage 1 proposal reallocates 100% of cleared receipts, after refunds and dispute resolution, to the reward pool following monthly reconciliation and approval. Deposits alone, undelivered orders and refund reserves are not eligible.
Further payouts require the next approved budget and remaining allowance under the annual total reward payout cap.
Direct operator or partner receipt is a separate contractual exception. Only the agreed return share actually received by the foundation is counted; the base-model 100% does not apply to every exceptional receipt. Voluntary service payments, returns and reallocation differ from forced admin recovery. They are not minting, automatic burning, cash revenue or external market demand.
Current disclosed wallets and circulating supply follow the status tables and supply API. Proposed registration of reward and receiving wallets takes effect after disclosure; unregistered operator balances do not become non-circulating automatically. Circulating supply is total supply minus disclosed wallet balances, distinct from cumulative external payouts, returns, unlocks and burns. That figure alone does not explain service usage or all-pool outflows.

Calendar-month cash and token flows versus payout group recovery
Calendar reports separately show actual cash receipts, costs, payables and reserves, and token payouts, order receipts, refunds, reserves, eligible reallocation and balances. Returns in a month may come from older payout groups, so dividing them by the same month's payouts is not a recovery rate.
Create reward-payout-month groups with a proposed 120-day observation window after the payout group's last completed reward transfer. This is intended to cover the 60-day service period, 14-day post-delivery refund and dispute period, and the next monthly reconciliation. The denominator is actual reward quantity paid to the payout group. The numerator is the amount eligible for reallocation within that window, reconciled through order and reward ledgers after delivery and refund/dispute closure, net of refunds. Wallet balances do not establish the provenance of particular tokens.
A payout group remains under observation until its window and reconciliation end. Track late use and unresolved disputes separately in later calendar flows and reserves; the comparison window neither expires tokens nor reduces existing bookings. Publish payout month, final payout date, observation end, reconciliation date, numerator, denominator, reserves and observation status.
